Central City Economic
Development Council (CCEDC)
Founded in 1988 by Dr. William
Childress, the Central City Economic Development Council (CCEDC) was created to enhance
the environment of inner-city Mansfield and Richland County, Ohio. CCEDC specializes in
coordinating services to assure effective delivery of low and moderate income housing and
economic development. Composed of board members and staff, CCEDC performs work in the
following areas:
- Multi-family - Single Family Housing
- Housing Rehabilitation
- Transitional Housing
- Budget Counseling
- Housing Counseling
- Job Training
Mission Statement
To encourage, facilitate, and
develop affordable housing and economic development activities within the specific
targeted distressed areas of Mansfield/Richland County. This is carried out by achieving
the rehabilitation, repair, management, purchase, construction, and sale of housing units;
as well as job training and job creation opportunities.
Purpose of CCEDC
Housing Rehabilitation: We
have all seen them. Those dilapidated, abandoned, boarded-up, eye-sore houses and
buildings scattered around our county. You may have even asked yourself, "Why doesn't
somebody do something about that?" Well, CCEDC is busy launching clean-up/fix-up
programs to improve our neighborhoods throughout the County. CCEDC is deeply involved in
housing rehabilitation. In the past, CCEDC has worked with various rehabilitation
programs; one of which allowed honor inmates from the Mansfield Correctional Institute to
participate in the work. This enabled them to learn skills, and at the same time use their
time to help beautify the City.

Program is one that is in very poor condition and has likely been abandoned by the owner
or sold at the Sheriff's Sale to pay back taxes.When the property has been restored to
good quality, CCEDC is able to put it on the market for low to moderate income families.
Coordination Efforts
CCEDC is involved with coordinating
the area's efforts in revitalizing our neighborhoods and encouraging economic development.
This coordination includes both private and public sectors. As a conduit, CCEDC works
directly with federal, state, and local governments and organizations to obtain funding
through available housing and neighborhood revitalization grants. CCEDC also coordinates
efforts with other social service organizations, local businesses, and area financial
institutions to ensure successful results in its programs.
Affordable Housing
CCEDC has partnered with two private
developers to help ease the burden of rental units for low/moderate income families in
Mansfield/Richland County. CCEDC has more than 120 multi-family and single family housing
units in Mansfield. Funding for affordable housing is provided by Low Income Housing Tax
Credits, local lenders, The City of Mansfield Home Grant, State Home Grant, and Columbia
Gas of Ohio (furnace/ductwork).
Transitional Housing
In an effort to bridge the gap in
housing for the homeless, women and children, CCEDC has teamed with the Domestic Violence
Shelter in Mansfield to provide a total of 6 units of long term transitional housing. This
housing will allow abused women to start over, find jobs or recieve job training credit
and housing counseling.
