Objective

The primary objective of the Community Development Department is to improve the Mansfield community by providing and administering Community Development Block Grants. Our goals are:

  • To facilitate the development of viable urban communities.

  • To preserve decent and affordable housing.

  • To provide a suitable living environment with expanding economic opportunities for persons of low and moderate income.

The Department works with the intent of assisting persons of low and moderate income, (regardless of their financial means) to live in a decent, safe, and sanitary environment by eliminating urban blight and detrimental living conditions.

History

The Home Rehabilitation Program is administered in compliance with the U.S. Dept. of Housing and Urban Development (HUD). Mansfield has been receiving federal funding since 1975. Grants have been awarded over the years for the improvement of community facilities, public services, housing, neighborhood revitalization, economic development, new construction and downtown renovations.

To demonstrate concentrated visual improvement, the Pilot Housing Rehabilitation loan/grant program began in the Hedges area (Adams, Arch and First Street) in the early 1980's. This "pilot program" was designed to raise the level of citizen input, participation, and awareness to start a process-program that restores and upgrades existing housing stock and not demolish what could be valuable housing structures in the areas.

The Rehabilitation Program assists owner-occupied home owners in fixing and/or cleaning up their properties. The objective of the program is to ensure that all properties that display signs of deterioration or code violations be brought up to the minimum standards of local city codes. At the same time, this beautifies our area and creates a more than livable property and community! "Property and home" values increase, neighborhoods are stabilized, and any threats to health and welfare are avoided. The elimination of slums and blight gives neighborhoods life, pride, and opportunities for expansion. Grants are provided to qualified persons to correct and bring code violations to  proper and safe levels for repairing plumbing, electrical heating, energy efficiency, and structural problems.
