Community Development Department

Plan of Action

The Community Development Department helps preserve the City's affordable housing stock by providing several housing rehabilitation assistance programs to low and moderate income residents. All of the programs administered by the Community Development Department provide assistance to low and moderate income homeowners. These programs help eliminate or repairstructural improvements to eliminate health, safety, building code and sanitary violations. The Housing Rehabilitation Assistance Programs eliminate substandard housing conditions and preserve the economic life of existing affordable housing units.

The City of Mansfield is not required to provide the full 25% local matching contribution required by the HOME Program. The City qualified for a match reduction of 50% as provided for in Section 92.222 and as published January 25, 1995 in the Federal Register. Consequently, HOME funds will need only a 12.5% match contribution of $33,125. The matching requirement does not apply to funds used for administrative expenses.

The anticipated sources of required match contribution are available from:

  • Real estate taxes waived as part of the Community Reinvestment Area (CRA) target, local governmental fees, assessments and charges associated with the purchase of property;

  • The value of any site preparation and construction materials donated to the project, including donated or voluntary labor;

  • The cost of investment in on-site and off-site infrastructure the City provides with nonfederal funds directly required for and assisting the affordable housing project;

  • Nonfederal cash contributions;

  • The grant equivalent of a below-market interest rate loan to the project that is not repayable to the City's HOME Investment Trust Fund;

  • Income received from Rental Rehabilitation Projects, if any.
