The Law Director is elected from the city-at-large and serves a term of four years. To qualify as a candidate, one must be a resident of the City of Mansfield and an attorney-at-law, duly authorized to to practice law in the State of Ohio. The Law Director is prohibited from serving as legal counsel to any school district, county, township, other municipality, political subdivision, district, or unit of state or local government. Representation by the Law Director or Assistant Law Directors for the Mansfield City School District, or any successor district, is allowed, pursuant to a contract approved by the school district and City Council. Any compensation under such contract for services is paid into the City Treasury.
Law Director Remy acts as legal advisor, prosecuting attorney and counsel for the City, (subject to the direction of City Council), and represents the City in all proceedings in court or before any administrative board or body. Mr. Remy is also responsible for other duties and functions ascribed under the Laws of Ohio, City Charter, Ordinances or Resolutions, and at the direction of the Mayor and City Council.
The Criminal and Civil Divisions of the Law Director's Office provide advice, counsel and representation for the Mayor, other elected city officials, city departments, employees, commissions, boards, area law enforcement agencies, the Mansfield Municipal Court and the public. The Civil Division provides advice, counsel and representation in areas such as preparing council legislation, contracts, leases, deeds, rendering legal opinions and handling city lawsuits directly or with retained counsel. The Civil Division staff includes Attorneys Reese Mills and Dianna Copp; Administrative Assistant Cheryl Shell and Secretary Jeannette Kvochick.
The Criminal Division prosecutes all misdemeanor criminal and traffic offenses, Bureau of Motor Vehicle actions which occur within the city limits and the unincorporated areas encompassed with the Mansfield Municipal Court. The Criminal Division is headed by Attorney Michael Kemerer. The staff includes Attorneys John McCollister and Therese Schumacher. Additional staff includes Secretaries Kelly Miller and Judy Miller, and investigator, James Haman.
The Victims Services Program is administered through the Law Director's office and provides services to victims of misdemeanor violent crimes. It is coordinated by two advocates, Michelle Krill and Alice Ramsay.
