City of Mansfield Ocie Hill Community Center

Dedicated in the memory of Ocie Hill, the first African American to be elected to the Mansfield City Council. Mr. Hill served a record fifteen consecutive terms. This was just one of many "firsts" for Mr. Hill, as he was a true pioneer in the African American community.

Events At The Ocie Hill Neighborhood Center

The Ocie Hill Neighborhood Youth Center provides facilities for neighborhood and community events. These events create opportunities for celebration and provide services to residents of the area. Events are held in the Center's Edna Alexander Community Room, the Police Athletic League (PALS) gym and the cafeteria.

The following events have been held at the neighborhood center:

  • Family Affair - an annual family-oriented carnival
  • Minority Health Fair
  • Richland County Children's Services Foster Parent Outreach Trainings
  • Richland Department of Health Immunization Clinics
  • OSU Extension Family Nutrition Outreach Trainings

The Edna Alexander Room

The Edna Alexander Room was dedicated to long time community activist Edna Alexander. Mrs. Alexander served on various community boards and was active in her church. She is especially remembered as a friend, mother and grandmother.

The Police Athletic League Gym

The Police Athletic League Gym was dedicated to Mansfield's first African-American Police Chief and former Patrol Officer, Lawrence Harper. Chief Harper had served the City of Mansfield's police force for 53 years.

Councilman George Swarn

In Dedication for his service to the Mansfield community and the Mansfield City Council, Councilman George Swarn's memory was etched into the grounds of the neighborhood center by the planting of a maple tree on the front lawn. During the building's bleakest hours (previously known as the MOIC building and the old Creveling School), Councilman George Swarn was the keeper of the keys and his friendly resolute dedication to the dream of a neighborhood center was integral to turning the corner and bringing vitality back to the corner of Harker and Bowman.

Ocie Hill Fitness Center

This weight room / fitness center is open to neighborhood residents for a nominal fee and is staffed by a certified personal trainer. Currently, the fitness center/weight room serves approximately forty neighborhood residents per day.

Neighborhood Youth Corps Programs

The Neighborhood Youth Corps programs are geared toward the positive development of youth in the City of Mansfield and Richland County. The focus of our programming is transitioning into one that is poised to meet the changing workforce and educational needs of our area youth. The City of Mansfield views our youth as our most valable asset and strives to build upon the strengths they possess.

WIA

The Neighborhood Youth Corps offers work experience to applicants who are determined eligible for the programs funded through the Richland County Job & Family Services. Eligible participants are placed with non-profit agencies throughout Richland County. The jobs they are placed in are highly supervised.

Tutoring

The Neighborhood Youth Corps offers educational programming for in school and out of school youth. These fee-based educational services give youth an opportunity to receive tutoring for credit, remediation, and continuing education training for GED.

Circle of Friends

Adolescents and adult women come together twice a month to talk about issues important to them like self-esteem, dating, abstinence and take field trips.

Richland County Help Me Grow Service Coordination

The City of Mansfield's Neighborhood Youth Corps was awarded the contract for coordination of Richland County's 0-3 program activities. The Richland County Youth and Family Council's Early Start Intervention Collaborative is coordinated by Neighborhood Youth Corps staff who also coordinate the Family Council's contract activities with more than a dozen vendors.

Help Me Grow

NYC is services vendor for the Richland County Youth and Family Council's Early Start Program. Using the Parents as Teachers curriculum, this home visting program is designed to be preventative, provide parenting education to improve access to and coordination of services.

School Readiness Resource Project

These three rooms are staffed parent centers, established at Hedges and Sherman elementary Schools and Simpson Middle School. Parent centers are designed to provide a welcoming avenue for parents, encouraging their participation in their child's educational like. These centers have established Parent Advisory Committees, provided activities, including computer training, "chat" sessions, lice prevention clinics, tutoring for academic success and faily movie night.

Drop-In Center

The Drop-in Center is designed for children in grades K-5 who have been suspended from school. The Drop-In Center prevents parents from missing work and allows the student to keep up with schoolwork missed during the suspension.

This is a collaboration between the Culliver Reading Center, Happy Time Day Care, the Mansfield City Schoold and the Neighborhood Youth Corps. This program is an extension of the Readiness Resource Project. A certified instructor leads a team including two aides and a transition specialist in providing instruction, remediation and coordination services for children and families of the Center. For each family utilizing the Center, a referral is made to the Resource Center team who utilizes the opportunity to intervene to assis in reducing recidivism.

21st Century After School Program

Focusing on Reading and math elementary students activities including homework help, remediation and enrichment activities in the arts, and music are provided. Parent involvement activities are structured to help students and parents integrate educational learing opportunities.

Mansfield City Schools Attendance Services

For over ten years, the Attendance Officer services for the Mansfield City Schools have been provided by the Neighborhood youth Corps. The attendance Officer follows up on referrals from school principals of students habitually absent from school and follows procedures jointly established by the schools, social service agencies and the courts for addressing related issues. Linking the children and families to the services available through NYC and the Ocie Hill Neighborhood Center is the primary strategy.

Neighborhood Center Tenants

Program activities provided by tenants leasing space at the Ocie Hill Neighborhood Youth Center enhance the overall vitality of the Center. These programs are not operated by the City of Mansfield, although they link closely with the Neighborhood Youth Corps in serving the citizens of the community.

Ohio Heartland Head Start

One Class is operated at the Center and provide Head Start services for families with children ages 0-5 years of age.

Concerned Black Men (C.B.M.)

The Mansfield chapter of Concerned Black Men is part of a national organization, whose purpose is to provide support and leadership to young African American males. These volunteers provide programs that are designed to encourage our youth to achieve greatness and become productive members of their community.

Community Health Access Project (CHAP)

Based on a model developed in Alaska and Baltimore, the Community Health Access Project (CHAP) has employed and trained individuals within the neighborhood to assist families when linking with health and social services. College Credit is earned during employment with the CHAP Program as Community Health Aides. Reporting directly to licensed practical nurses and a nurse supervisor allows the Community Health Aides to assist families in reducing risk factors related to pregnancy and early childhood. The home visiting strategy of CHAP allows culturally connected individuals to assist families within the neighborhood in improving health and social outcomes.

Culliver Reading Center

An after school reading and mentoring program expanded to renovated facilities within the Neighborhood Center. Adult volunteers are paired with elementary and middle school students to assist them in achieving academic success.

Community Spot

This drop-in center, staffed by an Experience Works employee, provides a meeting place for neighborhood residents and senior citizens to gather to work on puzzles, crafts and chat.

Lawrence Harper Police Athletic League (PAL)

The renovated school gym is the largestand most used gym in Richland County. Open to the public on the north side of Mansfield. Providing recreational opportunities for children who participate in the Neighborhood Center's programs, the PAL gym hosts Friendly House basketball leagues from fall to spring. The gym also is used for the Minority Health Fair, Family Affair and other neighborhood events.

Richland County Youth and Family Council

Recognized throughout the State of Ohio for their leadership in development of collaborative initiatives, the administrative offices of the Council are housed in the Neighborhood Center. The Council members have been especially instrumental in locating programs and services to the Ocie Hill Neighborhood Center.

State of the art computer lab is open daily from 12 PM - 9 PM to the general public
