Street, Sign and Signal Department Composting Program Summary Activities at the City's Class VI, Park Avenue East Composting Facility included bulk leaf storage for the year 2000, processing of leaves collected in 1999, and curb pile from 1998 program for give away this year. Leaves are collected in the fall and then placed in wind rows where they are monitored for temperatures, odors, moisture and physical appearance through the winter, spring and summer months.In the fall, processed leaf humus is placed into a curbing pile for one year to get a complete cured product for free give away to the public. Total costs for the 2000 Composting Program was $3,365.71.
